Paint your House or Plant Trees in your Yard
and get Reimbursed by the City
The Community Development Authority (CDA) of the
City of Stevens Point has approved a new program that will reimburse Stevens Point residents who either paint their
house or plant trees in their yard.
Specifically, the program will pay for exterior paint applied to an owner-occupied home, if the work is done in
2009 and if the paint is purchased from a City of Stevens Point vendor. Alternatively, if you do not need or want
to paint your house, the CDA will reimburse you for planting trees in your yard if they buy the trees from retailers
in the City of Stevens Point.
There are some restrictions on the amount of the reimbursements. The limit for paint reimbursement is $500. Although
there is no limit on how many trees for which a homeowner can be reimbursed, the dollar limit for all trees is
$300.
There are other fine points that must be adhered to. Do not rush out and buy paint or trees thinking it will automatically
be reimbursed. There is an application, explaining the entire process including qualifications, that must be submitted
before a reservation for reimbursement will be made.
The application is simple and straightforward, but must be submitted before you do anything else. When you submit
an application, you will know whether you are going to be reimbursed or not before you spend a dime.
Reservations for reimbursement will be made on a first-come, first-served basis, may include paint or trees already
purchased in 2009, if all conditions are met. The program does not have income limits.
CAP Services has agreed to administer

The program was approved at the CDA's May 7th meeting. Funding for the program was transferred from another CDA
program which had not seen much use lately.
A one-time transfer of $75,000 for the CDA's Homeownership Opportunity Reserve Account (HOORA) to this program,
is possible because of the current lack of demand for down payment and closing cost loans traditionally made under
the HOORA program.
Last year, the CDA made six HOORA loans through the end of April, then only five more through the end of 2008.
So far this year, we have made only two loans, and we don't really don't see demand picking up soon. However, even
with this transfer, we believe we will still have funds available to meet first-time homeowner loan requests.
