Shop Locally this Holiday Season
December, 2009

The Comptroller/Treasurer reminds city residents to make their best effort to shop locally, during the holiday season and always, to help retain jobs in the Stevens Point area. Some businesses schedule their employees to work fewer hours when sales volume is lower. When you shop in Wausau, Appleton, or elsewhere, not only do your buying dollars leave Stevens Point, which hurts local businesses, but your friends and neighbors who work in retail can see their household income go down, too.

City Seeks Input from Residents on Energy Efficient Lighting Study
December, 2009

The City of Stevens Point has installed lights provided by several distributors to provide a 60 day side-by-side comparison of these fixtures to evaluate their performance. The trial area is adjacent to the Wisconsin Public Service lighting test area on Clem's way.

The fixtures are comparable in terms of energy reduction, and this test area will allow an evaluation of the fixtures' performance with respect to light distribution, ease of installation, maintenance, and appearance.

The City of Stevens Point encourages residents to provide feedback on the appearance of the individual lighting systems. Let us know which fixtures you like, and what you think about the light distribution and color of the light given off by the fixtures.

See a map of Lighting Study Area with lights numbered for identification. (pdf File)

Send your feedback about the lights to the Director of Public Works.

Snow Removal Reminder
December, 2009

For the safety of all in our community who use sidewalks in the Winter, home owners and building occupants are responsible for removing snow and ice from the sidewalk in front of their house or building
within 24 hours of the end of any snowfall, except in those areas where there is no boulevard, in which case snow must be removed within 48 hours. If it is not removed by you, the city may have it removed by a contractor and will add the bill to your property taxes.

Do not throw snow into the street without specific permission from the Public Works Director. Throwing snow into the street can cause unsafe driving conditions, and city plows and other vehicles can push the snow right back onto your sidewalk when they pass, so throw the snow toward the side of the sidewalk that's away from the street.

If there is a fire hydrant in front of your house, please keep it completely clear of snow all Winter - the home you save could be your own! The Police and Street Departments both ask that all residents help keep their neighborhoods safe by shoveling the wheelchair curb cuts at intersections, and pay particular attention to sidewalks and crosswalks in school zones.

See Complete Snow Removal Regulations.

Snow Emergency Declarations
December, 2009

When a Snow Emergency is in effect in the City of Stevens Point, no person may park, stop, or leave any vehicle upon the streets or any portions of the streets in the city during the snow emergency. Any vehicles in violation will be ticketed and towed by the
Police Department in order to allow the Street Department the opportunity to clear city streets of the recently fallen snow.

During times of heavy snowfall, stay tuned in to local radio stations and other news media, and avoid parking on city streets if they have not been cleared of snow, in anticipation of a Snow Emergency declaration.

Drive Safely in Winter Conditions
December, 2009

Winter weather conditions have arrived in Stevens Point, and to maintain public safety, everyone needs to adjust the way they drive their vehicles. The most important factor is to simply slow down and give yourself more time to get where you are going. The posted speed limit is the maximum speed you should drive under optimal road conditions - when roads are wet and slippery, you must drive even slower. Leave earlier, slow down, and maintain at least a 2-second space between your vehicle and the one in front of you. Give yourself more time to stop at intersections, and more time to navigate around corners. Drive defensively - don't assume other vehicles will be able to stop as quickly or turn as carefully as they normally do. Approach all intersections with caution, even when your light is green.

The Stevens Point
Police and Fire/EMS Departments want all motorists and pedestrians to get where they're going not just on time, but also safely all Winter long!

Iverson Park Winter Sports Area Closed but Being Prepped
December, 2009

Now that we've had our first snowfall of 2009, Parks Department crews are diligently working to prep the hills in Iverson park for use. In order for the area to be used safely, mounds of snow are being built to prevent vehicles from driving across the bottom of the sledding area, mounds are being built between the sled and saucer hills to prevent sledders from running into each other, and a mound is being built at the bottom end of the hills. The freshly fallen snow on the hills is being packed down so sleds can easily slide down, and the stairs are being cleared so sledders can get back to the top of the hill quickly and safely. Weather permitting, the hills will be opened as soon as they are completely prepped. Stay tuned for more information.

Crime Stoppers Seeks Information about Fire
November, 2009

Early on the morning of October 31, the residents of 2141 Jefferson St. were awoken by the sound of crackling. When they went to investigate the noise they found the rear of the duplex they live in was on fire. Police and fire units responded and the fire was extinguished, but the residence was extensively damaged.

The fire started against the exterior of the home and is suspicious in nature. This is the latest in a series of fires that are being investigated as arsons in the Stevens Point area. Anyone having observed something suspicious just to the east of Jefferson School in the early morning hours of Halloween is urged to contact the Stevens Point Police or Fire departments.

If you have any information about this crime or any other crime that has occurred in Portage County, call Portage County Crime Stoppers at 1-888-346-6600.

2009 City of Stevens Point Grant Successes
November, 2009

The City of Stevens Point received $10,297,000 in grants in 2009. This total does not include cash grants for Police totaling over 250,000, which supported retaining and expanding Police patrols. In addition, $4,897,000 of reduced rate Bonds were received by the City for the construction of Well 11 and for general City borrowing. Stevens Point was the first municipality in the Country to take advantage of a provision in the Build America bonding program made available by President Obama's American Recovery and Reinvestment Act. With those Bonds taken into consideration, the total amount of funding from outside sources in 2009 topped $15,000,000. It was important in order to pursue these funds during tough economic times because our need to grow and invest hasn't diminished; but our citizens' ability to pay for large rate and/or tax increases has diminished.

Mayor Halverson instructed City staff to search for funding opportunities in each of their respective areas. He is very proud of the staff and the results they achieved in order to be able to move the City forward with such opportunities.

These grants have allowed the City to address infrastructure needs at a time when construction costs were low and outside funding was available. The City of Stevens Point has not received this much funding in any one year from outside sources in nearly 30 years, and this puts Stevens Point in the top ten percent of cities statewide.

Senator Feingold Held Listening Session in Stevens Point
November, 2009

U.S. Senator Russ Feingold held his final Listening Session of 2009 at SPASH in Stevens Point on Thursday, November 12. Senator Feingold pledged to hold listening sessions in all of Wisconsin's 72 counties each year of his six-year term. This session marked the 72nd listening session of 2009, and the 1224th since 1993.

"I looked forward to meeting with constituents in Portage County," Senator Feingold said. "These listening sessions are an excellent opportunity for me to hear directly from constituents about any issues or concerns they may have, and I appreciate the effort people make to attend these meetings and let their voice be heard."

In a Letter to Senator Feingold, Mayor Andrew Halverson personally thanked him and his staff for choosing Stevens Point as the capstone community for his 2009 listening sessions. "It was truly a pleasure to have him in Stevens Point once again, and I am personally grateful that he continues to fulfill his campaign promise to hold town-hall style listening sessions every year. These listening sessions provide the citizens of communities like ours to have direct contact with the people who we have elected to make decisions about where our Country is headed" the Mayor said.

"It is clear that Senator Feingold will take the concerns of Wisconsinites back to Washington D.C. and work for meaningful legislation that will make the lives of Wisconsin citizens better."

Governor Appoints Halverson to National and Community Service Board
November, 2009

Governor Jim Doyle has announced the appointment of Mayor Andrew Halverson of Stevens Point to the National and Community Service Board which administers the AmeriCorps program in Wisconsin. Halverson will fulfill a term which will end in May of 2011.

"I'm honored to be selected to help oversee this important public service program here in Wisconsin," said Halverson. "During these tough economic times organizations like AmeriCorps are more important than ever, providing important job training for the individuals enrolled in the program and critical support for the communities involved."

The National and Community Service Board oversees the planning and implementation of AmeriCorps State programs in Wisconsin that meet previously unmet human, public safety, educational, and environmental needs. The board is authorized to receive and distribute funds from governmental and private sources, and it acts as an intermediary between the Corporation for National and Community Service (CNCS) and local programs.

"I appreciate Governor Doyle's trust in appointing me to this position and I look forward to putting my experience both as a Mayor and a small business owner to work making sure Wisconsin's AmeriCorps program continues to be a success," added Halverson.

The board's voting members are limited to a maximum of 16, who are appointed to serve 3-year terms. No more than 4 of them may be state officers and employees, and no more than 9 may be members from the same political party. To the extent practicable, membership should be diverse in terms of race, national origin, age, sex, and disability. Nonvoting members appointed by the governor must include the state representative of the CNCS and may include representatives of state agencies providing community social services.

Do Not Put Leaves in the Street
November, 2009

Some Stevens Point residents have been raking or blowing leaves and yard waste onto our city sidewalks and roadways. The City of Stevens Point Ordinance Section 16.05 states, "No person shall place or deposit any material upon any public street, alley, sidewalk, or public ground without first having obtained permission from the Director of Public Works." Leaves raked or blown into the roadway can clog dry wells and storm sewers, and leaves that enter rivers carry nutrients that can adversely affect the water quality.

Composting is encouraged as a means to keep these nutrients in your gardens and planting areas where they can be beneficial. If you are unable to compost your yard waste, it can be taken to our drop-off site located at 100 Sixth Avenue in front of the city garage near Bukolt Park. If you have any questions, you can call the
Streets Department at (715) 346-1537. Get Yard Waste Drop-off Information.

Stevens Point Fire/EMS Department announces New CPR Method
November, 2009

The American Heart Association (AHA) is revolutionizing the way in which we do cardiopulmonary resuscitation (CPR). Studies have shown that pushing "hard and fast" in the middle of the chest is as effective as mouth-to-mouth and chest compressions for adults that suffer from cardiac arrest out-of-hospital.

About 80% of all out-of-hospital cardiac arrests occur in private residential settings, so being trained to perform CPR can mean the difference between a loved one living or dying. CPR helps maintain vital blood flow to the heart and brain and increases the time that an electric shock from a defibrillator can be effective.

Treating Trees to Prevent Emerald Ash Borer
September, 2009

The City of Stevens Point continues to take steps in its management of the inevitable arrival of Emerald Ash Borer (EAB). The Stevens Point Forestry Department will be treating publicly-owned ash trees between the street and sidewalk along Main and Clark Streets. First Choice Tree Care has volunteered to provide free applicator services, in conjunction with City forestry personnel, to help with this project.

Trees will be treated with imidacloprid, the same insecticide found in products sold at area retail and garden stores under the common brand name "Bayer Advanced Tree and Shrub."

This is a work in progress, and management plans remain fluid as we learn more about this insect. Emerald ash borer has not been found in Portage County yet, but the City is trying to take a proactive approach in dealing with EAB, and will keep its residents informed through press releases and this web site.

Get more information about this project and the Emerald Ash Borer.

October 4 - 10 is Fire Prevention Week
September, 2009

The Stevens Point Fire Department would like you to celebrate Fire Prevention Week with us October 4 - 10. Although fire safety education is a priority for fire departments all year around, National Fire Prevention Week provides an opportunity to highlight how important it is to know and understand the dangers of fire.

It is our hope that this educational campaign will alert our community to ways of keeping our homes fire safe, and assist us in preventing painful burns. Home fires and burns cause 4,000 people to die every year. An additional 2.4 million burn injuries are reported each year with 650,000 requiring treatment at an emergency department.

The most common types of burn injuries are caused by fire or flame, scalds, and contact with a hot surface. By following a few simple safety rules, both you and your loved ones can "Stay Fire Smart! Don't Get Burned."

See our Burn Prevention Safety Rules.

Stevens Point Quiet Zone begins September 9 at 9:00 a.m.
September, 2009

The quiet zone has been a work in progress for the City of Stevens Point since 2003. The City has followed very strict Federal rules regulating the sounding of locomotive horns at public railroad crossings. The Federal Railroad Administration (FRA) adopted regulations called the "Final Rule on the Use of Locomotive Horns," also called the "Horn Rule." The City recently completed a required 60-day comment period to create the quiet zone, where the FRA, the Wisconsin Department of Transportation, the Wisconsin Commissioner of Railroads and the local railroad may submit to the City their comments on the proposed quiet zone. With no comments being received, the City has given notice to establish the "Stevens Point Quiet Zone" on September 9.

The Stevens Point Quiet Zone will silence the horns at the Hoover Road/Country Club Drive, Water Street, Park Street, Wood Street, West River Drive, and West Clark Street crossings. Adding all these crossings together creates a 5 plus mile long quiet zone through Stevens Point. The horns will only be silenced for the crossings listed. All other railroad crossings in Stevens Point will not be part of the whistle-ban.

Numerous safety improvements were completed that helped the City qualify for a quiet zone. Tamarac and Prairie Street crossings were closed and Park Street was re-aligned to create a near ninety degree crossing for better visibility of approaching trains. Hoover Road crossing was improved in 1985 with medians that prevented vehicles from circumventing the gates when lowered. All of the crossings in the quiet zone have flashing lights and gates as well as other safety devices that warn the locomotive engineer should the gates not close or of a power failure. The horn rule, at a minimum, requires flashing lights and gates at each crossing to qualify as a quiet zone.

With the locomotive horns being silenced, remember to look both ways at every railroad crossing and never drive around a crossing gate when lowered. The trains at these crossings will no longer warn you of their approach. Enjoy your quiet zone.

detour (see map) around construction just east of the fire station. The one block detour will use Leahy Avenue, Terrace Lane and Parkway Drive. As construction progresses easterly the detour will use Leahy Avenue and Heffron Street for access to Hoover Road.

Detours on residential streets are not intended for TRUCKS. Trucks should use an alternate truck route (see map).

Buckle Up
August, 2009

Only 74% of Wisconsinites choose to use their safety belts, which is one of the lowest percentages in the nation.

In 2008, over 37,000 people died on American roadways, and another 2.35 million were injured. More than half (55%) of those killed in passenger vehicles were unrestrained. Many of those deaths could have been prevented by simply wearing a seat belt.

The single most effective way to protect ourselves from being ejected from our vehicles or being thrown around inside our vehicles is to consistently wear our seat belts.

Veteran's Truck Vandalized - Help Solve this Crime
August, 2009

Sometime between 10:00 p.m. on July 14 and 2:00 a.m. on July 15, some unknown person vandalized a Chevy Silverado pickup truck in the 2100 block of Strongs Ave. What is particularly disturbing about this case is that it appears the vandal deliberately targeted the vehicle because the owner is a veteran.

Nearly every area of the truck was damaged and several words including "killer" and "the war is over" were scratched into the paint. It would have taken more than several minutes to accomplish this act, and the damage amounts to more than $4,200 in repairs.

If you have any information about this crime or any other crime that has occurred in Portage County, call Portage County Crime Stoppers at 1-888-346-6600. You can remain anonymous and still be eligible for a cash reward.

Crime doesn't pay, but Crime Stoppers does. Call Crime Stoppers at 1-888-346-6600.

Please Water your Street Trees
July, 2009

Please water the trees in the boulevard in front of your home when you are watering other trees on your property. Watering is especially important for recently planted trees during hot and dry times like we are experiencing now. Soak the soil beneath the tree, out to the outermost ends of the branches, for an hour or so every week. For smaller, younger trees, you may not have to water as long, but during hot days you may have to water them more often. Give the soil time to dry out a little before watering again.

Get more information about watering your trees.

Cross Connection Surveys to Begin This Year
July, 2009

City-wide cross connection surveys will begin this year. Residential water customers' entire properties will be inspected for cross connections as Water Department personnel complete water meter exchanges which are required every ten years.

Public, Industrial and Commercial properties will be surveyed by a hired cross-connection professional. All of these surveys should be completed in three to four years.

Letters will be sent to sent to properties to schedule these surveys.

A cross connection is an unprotected direct (or potential) connection between drinking water piping and a contamination source. This can be as simple as a garden hose that is submerged in a swimming pool, a bucket of detergent, or other contaminated water. Under certain conditions, cross connections can allow unclean water to flow backward through the piping system and potentially contaminate the drinking water. This is called backflow, and is caused by backsiphonage and backpressure.

For more information on our DNR required cross connection program please visit the
Water Department Web Site.

Fire Department/EMS Stress Fireworks Safety
July, 2009

The Fourth of July can be a fun time for friends and families but the Stevens Point Fire Department would like to encourage everybody to keep safety in mind. Fireworks can be dangerous and cause injury and even death. In 2007, there were eleven fireworks-related deaths in the United States. In addition, nearly 10,000 Americans, many young children and teenagers, were treated in emergency departments for fireworks-related injuries. Burns were the most common cause of injury with most of the injuries affecting hands, eyes and legs.

Although not thought of often, fireworks also contribute to the threat of wildland fires, structure fires and vehicle fires. In the United States annually, over 2,000 reported structure or vehicle fires are caused by fireworks. The consequences of these fires include numerous deaths, multiple injuries and millions of dollars in direct property damage.

The best way to prevent fireworks injuries is to leave the fireworks to the professionals. The Stevens Point Fire Department wants you to have a safe and happy Independence Day.

Governor Doyle Approves Central Wisconsin Transit Projects for ARRA Funding
June, 2009

Governor Jim Doyle announced today that Central Wisconsin will benefit from transit projects in 14 small urban areas and 32 non-urbanized areas around Wisconsin. The projects, totaling about $3.8 million for the area, are possible through American Recovery and Reinvestment Act (ARRA) funding that has been appropriated for the state.

"Investments that make travel safer, easier and more affordable will not only improve our quality of life, they will help get our economy back on track," Governor Doyle said. "Under the American Recovery and Reinvestment Act, we have the opportunity to make strategic improvements to our infrastructure that will help get people to work and will add lasting value to our economy."

In Stevens Point, the Central Wisconsin projects include: 3 hybrid buses ($1.57 million); 3 wheelchair lifts for buses ($27,000); transit and support equipment ($340,000)

For the small urban transit systems – cities with populations between 50,000 and 200,000 – the next step is for each city to work with the Federal Transit Administration to submit its application and have its project certified by the U.S. DOT. Funding for these projects across the state totals $23,154,677. The non-urbanized transit system projects will total about $11.3 million.

The transit formula funding provided by the American Recovery and Reinvestment Act must be used for capital projects, such as buses and bus facilities, preventive maintenance, security, para-transit services and other public transit projects that enhance economic development. Funds were allocated to states, and directly to large urban areas – including Milwaukee and Madison – based on existing FTA formulas.

The Governor also acknowledged the work of Senator Julie Lassa, Representatives Louis Molepske, Jr., Amy Sue Vruwink and Marlin Schneider and thanked them for their ongoing support for the recovery and reinvestment process and economic development in central Wisconsin.

Paint your House or Plant Trees in your Yard and get Reimbursed by the City
June, 2009

The Community Development Authority (CDA) of the City of Stevens Point has approved a new program that will reimburse Stevens Point residents who either paint their house or plant trees in their yard.

Specifically, the program will pay for exterior paint applied to an owner-occupied home, if the work is done in 2009 and if the paint is purchased from a City of Stevens Point vendor. Alternatively, if you do not need or want to paint your house, the CDA will reimburse you for planting trees in your yard if they buy the trees from retailers in the City of Stevens Point.

There are some restrictions on the amount of the reimbursements. The limit for paint reimbursement is $500. Although there is no limit on how many trees for which a homeowner can be reimbursed, the dollar limit for all trees is $300.

There are other fine points that must be adhered to. Do not rush out and buy paint or trees thinking it will automatically be reimbursed. There is an application, explaining the entire process including qualifications, that must be submitted before a reservation for reimbursement will be made.

The application is simple and straightforward, but must be submitted before you do anything else. When you submit an application, you will know whether you are going to be reimbursed or not before you spend a dime.

Reservations for reimbursement will be made on a first-come, first-served basis, may include paint or trees already purchased in 2009, if all conditions are met. The program does not have income limits.

Read and Print a Reimbursement Application 44 pdf File Requires Free Acrobat Reader

Read the Complete Program Rules and Condition 71 pdf File Requires Free Acrobat Reader

CAP Services has agreed to administer the program, so all inquiries and applications are to be sent to them. Nancy Thiede, administrator of the program, can be reached by calling 343-7108, or e-mailing her at nthiede@capmail.org.

The program was approved at the CDA's May 7th meeting. Funding for the program was transferred from another CDA program which had not seen much use lately.

A one-time transfer of $75,000 for the CDA's Homeownership Opportunity Reserve Account (HOORA) to this program, is possible because of the current lack of demand for down payment and closing cost loans traditionally made under the HOORA program.

Last year, the CDA made six HOORA loans through the end of April, then only five more through the end of 2008. So far this year, we have made only two loans, and we don't really don't see demand picking up soon. However, even with this transfer, we believe we will still have funds available to meet first-time homeowner loan requests.

Highway Name Changes Scheduled in Portage County after New US 10 Alignment Opens
June, 2009

The Wisconsin Department of Transportation (WisDOT) is planning to make several changes to some highway names in Portage county following the opening of the new US 10 alignment between WIS 34 north and I-39. The new alignment is currently scheduled to open by July 2009.

After the opening of the new US 10 alignment, the following changes will go into effect:

  • Existing US 10 - from I-39 to existing Portage County P - will become new WIS 66 within the city of Stevens Point and the village of Park Ridge. WIS 66 will also run concurrent with I-39/US 51 from the I-39/US 51/US 10 east interchange to the I-39/US 51/WIS 66 interchange.
  • Existing US 10 - from existing Portage County P to WIS 34 north - will become Portage County HH within the city of Stevens Point and the town of Linwood.
  • Existing Wood/Portage County P - from existing US 10 (West Clark Street) to WIS 34 - will become new WIS 66 within the city of Stevens Point and towns of Linwood and Rudolph.
  • Existing WIS 66 - from I-39/US 51 to existing US 10 (Main Street) - will become a local street (Stanley and Michigan Streets) within the city of Stevens Point and the town of Hull.

See a Map of the Highway Changes 242 pdf File Requires Free Acrobat Reader

Additional information regarding the scheduled highway changes is available on the US 10 expansion project Web site.

WisDOT is expanding 31 miles of US 10, between WIS 13 near Marshfield to I-39, north of Stevens Point. The new four-lane highway will bypass the communities of Auburndale, Blenker, Milladore and Junction City. The new US 10 will also bypass downtown Stevens Point, west of I-39. The project represents an estimated $244 million investment in central Wisconsin's transportation system. Construction began in 2006 and is scheduled for completion in 2012.

Letter from Mayor Halverson Encourages Support of UWSP
May, 2009

Stevens Point is my hometown and UWSP is my hometown campus.

As Mayor of Stevens Point first and foremost, but also a proud, very proud Pointer alumnus ('01), I want to reaffirm this community's long-standing and unwavering commitment to the great University of Wisconsin-Stevens Point.

Admittedly, for many in the community these past few weeks have been trying times for town/gown relations. Nonetheless, at the end of the day, this City and its business and civic leaders will stand tall for the overall mission of UWSP, its students, faculty, and staff as we have for over 100 years.

In the past few years we joined in common cause with the University in getting a unanimous City Council vote in support of the UWSP Master Plan. In addition, the City fully supported the birth of a neighborhood association (Old Main Neighborhood Association) with close ties with the campus' staff, students, and faculty. We've lobbied on behalf of a new Waste Management Lab north of campus. And we are excited about a new residence hall project commencing later this summer to replace Hyer Hall, bringing much needed jobs to our regional economy. We continue to partner on everything from student bus ridership to sustainability.

Many community members are unaware that on average UWSP students annually give over 10,000 volunteer hours on behalf of the greater community and its residents. According to UWSP's Student Involvement and Employment Office, student volunteers participated in four blood drives, Service Saturdays, Empty Bowls, Make A Difference Day, and Be The Change. Seven Service Saturdays saw students volunteer at nonprofit agencies in Portage County. Service Saturday partners included CAP Services, Habitat for Humanity, the Salvation Army, Make A Difference Day, Central Wisconsin Children's Museum, Care Partners Assisted Living, and Highway Clean Up.

UWSP is one of our largest employers in Stevens Point and brings in nearly $500 million annually to the regional economy. They have been a member of the area chamber of commerce, indeed all regional chambers of commerce, since 1998. And UWSP graduates and current and retired faculty make this a more robust community, in our houses of worship, and in the halls of government. The ties that bind this community and region to UWSP are unbreakable and our future successes in many ways are inextricably entwined.

It is increasingly clear that UWSP is no longer a public university but in reality a publicly "assisted" university. In the past decade state operational support for UWSP has dropped from 38% to 27%. That number will drop to 25% in two years and possibly further. City Hall, business leaders, supporters, and alumni need to do even more to support the overall mission of the campus as the state continues to cut funding for our local public university and put in jeopardy the Wisconsin Idea.
All of us need to step forward and support the UWSP Foundation and its fundraising goals, now more than ever. All of us need to step forward into the public square and talk to local state legislators, our fine Congressman David Obey, and Governor Doyle urging greater investment in student success at Point.

As Mayor I pledge to be an even more vocal supporter of my alma mater as it is not only the right thing to do but also critical for our community's economic vitality. I urge other public and private sector leaders in Stevens Point to do the same.

Wisconsin's State Motto is "Forward." Forward this community must go; and as UWSP's goes, so goes this entire community.
Mayor's SIgnature
Andrew J. Halverson
Mayor, City of Stevens Point

JFC Approves $2 Million for Local Transit
Stimulus funds will provide hybrid buses and other vehicles
April, 2009

April 21, 2009, Madison. The Wisconsin Legislature's Joint Finance Committee approved more than $2 million in federal stimulus funding to provide vehicles and support services for public transit programs in Stevens Point, Wisconsin Rapids, Marshfield and Plover, State Senator Julie Lassa announced.

The funds were part of an overall allocation of more than $11 million in transit funding to non-urbanized areas throughout the state. The local funding includes nearly $1.6 million to provide three hybrid buses for the City of Stevens Point. Wisconsin Rapids, Marshfield and Plover will get funds for vehicles for their shared ride taxi programs.

"These stimulus funds will be put to good work for the people of Central Wisconsin," said Lassa, a JFC member who voted to approve the funds. "Public transit not only offers individuals an economical way to get from place to place, it reduces traffic and pollution, and helps us reduce our dependence on foreign oil - especially with energy-efficient hybrid vehicles. At the same time, the purchase of the vehicles will help stimulate the economy overall. It's a smart investment in our transportation infrastructure."

Of the $81.4 million in stimulus funds Wisconsin will receive under the American Recovery and Reinvestment Act for transit, the Act requires the state to allocate just over $20 million to non-urbanized areas with populations of less than 50,000. Today's action fulfills the ARRA's requirement that 50 percent of those funds be allocated within 180 days of the initial award. The state has nearly a year to allocate the remaining portion of transit funding under the stimulus bill.

This is the fourth allocation of ARRA funds proposed by Governor Doyle and approved by the Joint Finance Committee. So far, more than $350 million in federal stimulus dollars have been allocated for transportation, transit and workforce development projects throughout the state.

Stevens Point Receives Tree City USA® Recognition, Growth Award
April, 2009

The City of Stevens Point has been named a Tree City USA community by the Arbor Day Foundation to honor its commitment to community forestry. This is the twenty-eighth year Stevens Point has received this national recognition. Stevens Point is also the recipient of a Tree City USA Growth Award for demonstrating progress in its community forestry program in the following activity areas: Education and Public Relations; Publicity; Partnerships; Green industry partnership.

The prestigious Growth Award recognizes environmental improvement and higher levels of tree care in Tree City USA communities. The Tree City USA program is sponsored by the Arbor Day Foundation in cooperation with the National Association of State Foresters and the USDA Forest Service. Stevens Point has met the four standards to become a Tree City USA community: having a tree board or department, a tree care ordinance, a comprehensive community forestry program, and an Arbor Day observance.

"A community, its elected officials and its citizens that provide needed care for its trees deserves recognition and thanks," said John Rosenow, chief executive of the Arbor Day Foundation. "They recognize that trees are a vital component of the infrastructure in our cities and towns, providing environmental and economical benefits. Trees moderate climate, conserve water and provide habitat for wildlife. Trees in urban areas reduce the heat island effect caused by pavement and buildings. Properly placed trees can increase property values. Communities that are recognized with a Tree City USA designation and Growth Award go to great lengths to plant and care for the community forest." Tornado & Severe Weather Awareness Week
April, 2009

Gov. Jim Doyle has proclaimed April 20-24 as Tornado and Severe Weather Awareness Week in Wisconsin. The campaign is to remind people of the dangers associated with tornadoes, thunderstorms, flooding and hail and to encourage citizens to take protective safety measures.

Last year, 38 tornadoes in Wisconsin were confirmed by the National Weather Services (NWS), including a rare twister in January in southeast Wisconsin. On January 7, 2008, two tornadoes touched down in Kenosha County. Officials estimated that nearly 100 homes and buildings were destroyed or damaged.

Wisconsin averages 21 tornadoes a year. To encourage citizens to be prepared for severe weather, Wisconsin Emergency Management (WEM) and the National Weather Service (NWS) are once again promoting Wisconsin's Tornado and Severe Weather Awareness Week. The statewide tornado drill will be held on Thursday, April 23, 2009.

Artist's Concept of the Cozy Kitchen Mural
We'll be "Painting the Town - Downtown" once again the summer of 2009. This time we will be working with Lois and Terry, owners of the Cozy Kitchen located at 1338 Third St. We will be painting the mural (depicted above in a concept sketch) on the north wall. Approximately 35 people will be depicted in this mural, and once again we have sold these faces to help pay for the cost of the mural. All of the faces have been sold - thank you for your support! Cash donations are still welcome. Get more information about the Cozy Kitchen mural project.

Kingfisher Drainage Project
March, 2009

In order to improve surface drainage on Kingfisher Drive and Hawk Lane, city crews will mark ditch areas and begin ditching around late April or early May, 2009. All ditching will be done within the public right-of-way area. The depth of ditch will be determined by the severity of flooding and amount of cover over underground utilities. Driveways and mailboxes should not be disturbed. However, if there are any sprinklers, fencing, landscaping or other items within this area, residents should have items removed when ditching starts. If you don't have them removed by this time, the City crews will remove them for you while ditching. We plan to construct the ditches with slopes gentle enough to mow with topsoil and seeding to follow. Watering, cutting and general maintenance of the ditch still remains your responsibility. Garbage and recycling pickup and mail delivery should not be interrupted during this project.

Arts Council Accepting Grant Applications

Are You Ready for the Digital TV Transition?
February, 2009

The nationwide transition to digital television broadcasting is upon us. Originally scheduled to happen February 17, congress has approved an extension of the deadline until June 12. However, some TV channels will switch sooner than that because they've already prepared for the February 17 date. If you subscribe to Charter cable or one of several satellite TV services, you shouldn't have any problems after the switch. If you have no picture or sound after June 12, contact your cable or satellite provider.

If, on the other hand, you use an antenna on your roof or attached directly to your TV, you will NOT be able to receive analog TV signals after June 12 (because there will be no analog TV signals to receive).

If your TV has a digital tuner or you have a digital converter box hooked up to your TV, you're ready for the transition to digital. In fact, you're probably already enjoying the improved picture and sound quality of digital transmissions.

If you have no digital tuner or converter box, you will need a new TV or recorder with a digital tuner, a converter box, OR a subscription to cable or satellite in order to watch TV after June 12.

See a Flow Chart to figure out if you are ready for the end of analog TV. 70 kB File Requires Free Acrobat Reader

City Crews Pruning Street Trees
February, 2009

City of Stevens Point
Forestry Department personnel are currently pruning street trees. Every tree in the right-of-way is pruned, if needed, at least once every four years.

Trees are pruned when young to train them to maintain a strong central leader and sound branching structure. As trees grow, they are pruned to provide sixteen feet of clearance above the street and eight feet above sidewalks. Dead, diseased, insect infested, crossing and rubbing limbs, and competing leaders are also some of the things the crew is pruning out of the street trees.

Winter is an excellent time to prune trees because it is easy to examine the branching structure of the tree when the leaves are off. City property owners should take a look at their own private trees and see if they are maintaining proper clearance above the sidewalk and street. If a street sign, such as a stop sign, appears that it may be obstructed by leaves when they appear this Spring, homeowners should prune to clear the obstructing branches now.

Oak trees should only be pruned in the Winter. If a property owner is thinking of pruning oak trees or removing oak trees for a new home, now is the time to do it. Oaks are susceptible to a disease called
oak wilt which is nearly always fatal and difficult to control once established. It is recommended people stop pruning, wounding, or cutting oak trees from April through July to prevent the spread of oak wilt.

Take Steps to Avoid Frozen Water Pipes
January, 2009

The
Water Department is receiving a number of phone calls regarding frozen services. With the weather being so cold, the frost is going deeper into the ground than in some years. If you have the potential for freezing pipes and want to prevent your service from freezing, you could run your COLD water faucet somewhere in your property constantly, just a small stream of water the width of a pencil, until the threat of freezing has past.

We have also received a few frozen water meter calls. Please make sure the area where your water meter is located is heated, and cold air is prevented from reaching your meter.

There is a charge to the property owner for running the water, as well as the cost of the meter and associated labor if replacement is necessary.
